Methodology of admitting foreign citizens from EU third countries for studies and schooling in accredited state and private educational institutions from Romania

Admission Guidelines for EU students to study in English, French or Romanian, in the Academic Year 2014-2015

1. The application file should contain the following documents:

a. Application for recognition of studies for enrolment to undergraduate studies (click to open). The form needs to be filled out completely in two copies in original;

b. The Baccalaureate diploma or an equivalent - original copy and authenticated translation in two copies;

c. The transcript of records for the IX-XII classes and the results for the baccalaureate degree - original copy and authenticated translation (if the original is in another language than English or French), as well as for transfer students the transcript of records and syllabi of the university, for the recognition of previous studies/enrolment in a superior year;

Chile - Prueba de seleccion universitaria

China - Chinese National University Entrance Examination (Gao Kao)

Cyprus - national exams for high-school (Pankypriakes exetaseis - Ypiresia Exetaseis) - minimum average 10 or Ogrenci Secme Sinavi (national selection exam)

Columbia - Examen del estado

Ecuador - Cursos pre-universitarios

Greece - Panelladikes exetaseis (national exams for high-school) - minimum average 10

Iran - Peeshdaneshgahe (Pre-University diploma)

Japan - national admission test (senta shiken)

Republica Moldova - Adeverinta de autenticitate eliberata de Ministerul Educatiei din Republica Moldova, in original, pentru diplome emise anterior anului 2008

Guinea - one-year foundation course

Peru - Curso preparatorio

Portugal - Provas de Ingreso

Spain - "Pruebas de Aptitud para el Acceso a la Universidad, calificacion Apto"

Sweden - certificate issued by Verket for hogskoleservice related to the access at the university studies

S.U.A. - official results SAT or ACT issued through College Board or Department of Education

Turkey - OSS - Ogrenci Secme Sinavi (national selection exam)

Venezuela - Prueba de Aptitud Academica

- transfer applicants : the transcript of records and syllabi of the university, for the recognition of previous studies/enrolment in a superior year;

d. Birth certificate - original copy and authenticated translation in two copies (if the original is in another language than English or French);

e.Copy of valid passport pages 1,2,3,4 or an official valid ID;

f.Receipt for the file processing fee - see section 2

g.Justifying documents demonstrating that the applicant meets the criteria for theselection of candidates (annex 1).


- Documents in languages other than English or French must be accompanied by a certified translation in Romanian;

- Diplomas of applicants from Italy, Greece, Spain, Portugal and Cyprus should bear the Hague Convention Apostil;

- Diplomas issued in countries which are not part to the Hague Convention must be legalized by the Ministry of Education and the Ministry of Foreign Affairs of the issuing country, and the Embassy of Romania in that country.

2.The file processing fee of 100 EU (non-reimbursable) and the bank charges shall bepaid through one of the following banks and applicants shall include the receipt in the application file:

3.The application file shall be submitted or sent by mail to the University to the

following address: Universitatea de Medicina si Farmacie "Gr.T.Popa" Iasi, strada Universitatii nr. 16, 700115 Iasi, Romania. E-mailed application files are not accepted. The deadline of files' registration at University is August 1st, 2014. Applications will NOT be processed after this date.

4.The University is responsible for sending the candidate's application file to theRomanian Ministry of Education / MEN who will issue the Recognition Certificate of studies for enrolment to studies.

5.The Romanian citizens may choose to study in English or French, on the same criteriaset for the applicants from EU member states, the European Economic Area and the Swiss Confederation, including the tuition fees.

Upon registration, candidates will submit:

- The original copies of the documents enclosed in the application file;

- 4 passport-size photos.

Any new guidelines from the Romanian Ministry of National Education as well as the number of places shall be communicated accordingly.

The number of places available for the academic year 2015-2016 offered for the two undergraduate programmes in English is 100 in Medicine and 30 in Dentistry.

Starting with 2015 The University of Medicine and Pharmacy of Tirgu Mures offers two rounds of admission, early and regular admission, according to the following calendar:

*After this date, we will only accept the files of candidates who can prove that the date of their baccalaureate examination was after July 31st. In this particular case, the deadline for submission of the documents is 10th September.

Important steps for admission

Please read this document for detailed instructions about the admission procedure.

- Step 1. You will need to submit the online application available at this link from 1st to 31st of March 2015 for Early Admission and 1st May and 31st July for Regular Admission

- Step 2. You will be contacted by the university to schedule a Skype interview.

- Step 3. Your file will be evaluated using the criteria detailed in the document mentioned above.

- Step 4. You will receive our decision and further instructions to secure your place in our programs.

Early admission

UMPh Tirgu Mures offers an early admission programme in order that you secure your place in April compared to the traditional September notification date.

When you apply for early admission, you should expect 3 types of decisions:

- Conditional admission - you are offered a place in one of our programmes. In order to secure your place you will need to fulfil all of the following requirements:

* Passing your baccalaureate (or equivalent) examination with the grade mentioned in the Admission procedure for international students (see the Equivalence table)
* Fulfilling criteria set forth by the Romanian Ministry of Education and Scientific Research for study equivalence.
* Paying a deposit to secure your place in 30 days from the admission notification date. It will be the first part of your yearly tuition fee.

- Pending - your application will be deferred in the Regular Admission round. No further steps will be required from you and you will not need to apply again.

- Rejection - you will not be offered a place in our undergraduate programmes and you will be unable to apply again during the same year.

Regular admission

Applicants in the Regular Admission round will be evaluated under the same criteria as the Early Admission applicants. The only two possible decisions are:

- Admission - your place will be secured after payment of a deposit and submission of all the required documents

- Rejection - you will not be offered a place in our programmes

The tuition fee for the 2015-2016 academic year is: 5 000 EUR. The deposit is 1 250 EUR and will be deducted from your first year tuition fee. In case of acceptance (conditional admission), the first instalment will be paid before April 19th for early admission, and September 30th for regular admission.
